President
Curt’s primary goal is making his clients successful. He maintains a powerful professional network that allows him to assemble customized teams to accomplish project goals. As Civil 1’s founder and President, he is personally involved with each and every project undertaken by the firm.
Curt has demonstrated a consistent ability to use his diverse experience to bring clarity and insight to complex project problems. As a land use professional and longtime resident of Litchfield County, he is extremely well-versed in the requirements and intricacies of local land use planning and zoning.
His experience and commitment to public service provides him the understanding, disposition and fortitude to effectively work with diverse groups to achieve beneficial solutions to complex land management issues.
He holds a Bachelor of Science Degree, Cum Laude, in Civil Engineering from the University of New Haven and is a licensed Professional Engineer in Connecticut, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont as well as holding LEED AP accreditation from the U.S. Green Building Council.
When he’s not at the office, Curt can be found hiking the outdoors, playing with his grandkids, reading or flying.

Brian J. Baker, P.E., CPESC®, CPSWQ
Director of Engineering
Since joining Civil 1 in 1997, Brian has masterfully secured hundreds of land use approvals throughout the State of Connecticut. In his role as Director of Engineering, he is responsible for ensuring the delivery of quality engineering services that the firm is known for. Brian has been instrumental in building Civil 1’s unified and efficacious team, working closely with project managers and engineers to ensure schedules and budgets stay on track. A results-driven leader, he focuses on identifying the best solutions for the challenges posed by his clients, utilizing the diverse skills of Civil 1’s in-house team and consulting partners and applying the necessary resources to get the job done.
Brian received his Bachelor’s Degree in Civil Engineering at Lafayette College. In addition to his Connecticut Professional Engineer license, he holds CPESC and CPSWQ accreditation for proficiency in erosion and sediment control and stormwater quality management.
When he’s not at work, Brian can be found hiking, fishing and driving his three children to their hockey games and other sporting events throughout the greater New England area.

Emily Jones, P.E.
Project Manager
Emily brings nearly two decades of engineering experience to the Civil 1 team. Since
joining the firm in 2003, she has managed hundreds of diverse projects, providing
technical expertise and leadership across a broad range of public and private sector
developments.
As a Project Manager, Emily oversees site planning, grading and erosion control design,
utility design, and stormwater management planning. Her extensive experience and
commitment to excellence ensure that each project meets the highest standards of
quality and efficiency. A strong advocate for water quality and innovative stormwater
management solutions, Emily applies her expertise to create designs that are both
functional and environmentally responsible for the long term.
Emily earned her Bachelor’s Degree in Mechanical Engineering from Rensselaer
Polytechnic Institute and is a licensed Professional Engineer in the State of Connecticut.
Outside of work, Emily enjoys embarking on new travel adventures, discovering places
and cultures along the way. At home, she loves cooking and spending quality time with
her husband and her two teenage children.

Shelley Magel
Office Manager
Shelley has over 40 years of experience providing high-level administrative and operational support in corporate, legal and medical offices before joining our civil engineering team. For the past three years, Shelley has brought her expertise to the civil engineering field, managing office operations and ensuring seamless communication between staff, clients and vendors. Shelley is recognized for her strong work ethic, attention to detail, and commitment to creating a productive, positive workplace.
When Shelley is not at the office, she enjoys quality time with her family and friends. She enjoys taking in a movie or play and loves to travel. She enjoys spending time with her pets and is a passionate supporter of animal rescue efforts.

Kade Courtois
Project Engineer
Kade’s primary objective is to help clients achieve success by delivering innovative and practical solutions that transform ideas into reality. As a Project Engineer, he leverages a strong foundation in field construction and management to ensure that every project is executed with precision, efficiency, and attention to detail.
Kade began his career as an intern golf course architect and shaper, where he gained hands-on experience in design and construction. He later advanced to the role of golf course construction project manager, overseeing complex projects from concept through completion. This experience provided him with a comprehensive understanding of construction processes and the collaborative effort required to bring projects to fruition.
He holds bachelor’s degrees in Civil Engineering and Physics from the University of Connecticut. Kade’s combined technical background and field experience enable him to approach each project with analytical insight, practical problem-solving skills, and a results-oriented mindset. Outside the office, Kade enjoys playing golf and spending quality time with friends and family.

Megan Miller, EIT
Project Engineer
Megan Miller is a Project Manager, where she leads residential and commercial land development projects from concept through permitting and design. With a strong technical foundation, she works closely with clients, municipalities, and design teams to create efficient, innovative, and well-planned developments that meet both regulatory and client needs.
Megan earned her Bachelor of Science in Civil Engineering from New York University and brings more than 10 years of experience in the industry. Her expertise includes stormwater management, roadway design, site planning, and project coordination—skills that ensure each project runs smoothly and successfully.
Outside of work, Megan lives in Woodbury, Connecticut, with her husband and daughter. She enjoys hiking the area’s scenic trails, traveling to National Parks, and baking treats to share with family and friends.

Chris Pawlowski, PE
Project Manager
Chris Pawlowski is a licensed Professional Engineer (P.E.) in Connecticut and Pennsylvania with over seven years of experience in civil engineering design and project management. A graduate of the University of Connecticut with a Bachelor of Science in Civil Engineering, Chris specializes in land development, with additional expertise in transportation and infrastructure design.
Throughout his career, Chris has managed projects from concept through construction, collaborating with multidisciplinary teams and public agencies to deliver cost-effective, sustainable solutions. His work includes site layout, grading and drainage design, utility coordination, and permitting for residential, commercial, and mixed-use developments.
Committed to quality, safety, and innovation, Chris approaches every project with a focus on practical solutions that balance client goals, regulatory requirements, and community needs. He remains dedicated to professional growth and to advancing the civil engineering field through the integration of new technologies and best practices in design and development.
When he’s not at work, Chris can be found spending time with his wife and two daughters, trying new breweries & restaurants around Connecticut and cheering on the UConn Huskies.

Owen Quatrano
Survey Technician
Owen Quatrano is a graduate of Central Connecticut State University and serves as our Survey Field Technician, working toward his licensure as a professional surveyor. Over the past four years, Owen has gained extensive experience assisting with a variety of surveys and construction layouts for both residential and commercial projects.
Before joining Civil1, Owen built his career in organic land care, working throughout Litchfield County as well as in greenhouses and farmers markets in New Britain. With his strong environmental background, Owen takes pride in understanding the natural landscapes we build upon-helping to identify potential challenges early and ensuring our engineers have an accurate representation of the surrounding environment.
